The Garden release timeline will be considerably longer than Fortress and earlier. This proposal is to create the stable branches earlier, so that feature PRs can continue landing on
mainduring feature freeze and code freeze. If we kept our original process, those PRs would be hanging for 2 months and couldn't be merged anywhere.
