Improved FreeDict Tooling

This release brings new features and fixes existing bugs. Most noteworthy are:

• new ding2tei importer
• build system:
  • improved dependency management for relases
  • fd_tool (used for project management): update to modern Python build
    system
• semantic versioning:
  • enforce semantic versioning among dictionaries
  • fix version regex in FreeDict DB schema
• TEI validation: handle inclusions (eng-pol) for make validate
• teiaddphonetics: surpress error messages during transcription; make
  teiaddphonetics optional
