Replace line_length kwarg w/ fold description (Qiskit#892)

Closes Qiskit#811

Fixes the out-of-date description of the `line_length` kwarg in
`QuantumCircuit.draw()` and `qiskit.visualization.circuit_drawer()` with
a description of the `fold` argument.
