Implementing ELv2.7

Changes needed for implementing ELv2.7 on the production server.

CORE 2.7 plus price and purchasing

Consolidated changes at WEFC since roughly 1.8 plus and merged CORE 2.7 on them. Includes my changes to cost-margin-price supports (Vendor Price Change Batch) and Purchasing, with the purchasing ones in a separate purchasing_WEFC.

Revised purchasing

fannie/purchasing is reverted to roughly ELv1.0 so the coming pull of upstream 2.7 will be cleaner.
fannie/purchasing_WEFC is fannie/purchasing from ELv2.0 with files renamed ~_WEFC

Last before CORE 2.7

Everything from WEFC posdev, with imports from WEFC pos, before the attempt to upgrade to CORE-POS 2.7.

Starting place

Basically the version WEFC started running in Nov 2015 after merging CORE master a little while before 1.9 was released.
