Write cmake rules to ease build on macOS.
mozc_data.inc generation is not ported due to complexity. Use bazel on Linux to generate it.
For both builds, remove non-cpp compiler support for protobuf to accelerate.
Patch is applied to mozc so that on macOS it doesn't use launchd and uses socket.
