add support for creating LabeledVideoDataset from video frames

Motivation and Context

Fixes #207

How Has This Been Tested

Create a video dataset in this format: dir_path/<class_name>/<video_name>/<frame_name>.jpg

from pytorchvideo.data.labeled_video_dataset import labeled_video_dataset
from pytorchvideo.data.clip_sampling import ClipSampler
import torch

root_path = '' # set root directory

dataset = labeled_video_dataset(
        data_path=root_path,
        clip_sampler=ClipSampler,
        video_sampler=torch.utils.data.RandomSampler,
        decode_audio=False,
)

Types of changes
