Desciption TBD. This is currently on hold as we work on another PR (cartography-cncf#1378).
High level is this the feature where we will add in direct user to repo access (so, not access via team membership)
Note this is a local PR, for our fork only. The idea is to NOT MERGE THIS. Instead, once we are ready, we close this PR and open a new one pointing to upstream, and share it with them. Then they will review, approve, merge, and then we can pull in the latest from their master to ours.
