Extract serial executor from Execv3 (#12548)

This follows the same process as for the parallel extraction.

Not that once set doms, rs and applyTx need to be taken from the
executor as it updates them in its commit method.

I've tested it on amoy, but I think it should be fine for other chains
as the change is a non functional changing refactor.
