Fixes to epid record device support

  • devEpidFast.c: Changed behavior when KI=0 to match slow feedback, i.e. set I=0 rather than DRVL or DRVH.
  • devEpidSlow.c and devEpidSoftCallback.c: Added deadband implementation using ODEL.
