[fedora] 40 released + fixes

Apparently Fedora hosts entire schedule for their releases on https://fedorapeople.org/groups/schedule/, which I assume is the true source of truth. Would be nice to create a script that will update endoflife based on information there.

Our release schedule intentionally includes some "buffer" weeks, with early and later release targets. Predictable release dates benefit end users planning on upgrades, downstream distros making their schedules based on our work, and of course our own developers working on getting features to users. End users (and the press!) should plan on the release being available by the "Target date # 1" milestone.

Made a few minor changes, thanks for the link to the fedora schedule - I've added it to the description as well. Looks like we can subscribe to the repo to get notified of schedule changes

We can add a script to our https://github.com/endoflife-date/release-data/ project for this. Filed endoflife-date/release-data#342
