in extension of #304 and #312 which only support faucets for the native token (KSM)

prerequisite: encointer/encointer-parachain#180

requirements

any number of faucets can be created unpermissionedly by anyone. Each instance has only one asset to offer, but one asset can have multiple faucet instances
anyone can donate funds to any existing faucet, directly via XCM (so, also sovereign accounts can)
