IP Webcam installation and configuration
IP Webcam is used to stream the audio from the Android device to the HA server.

Download and install the app. Scroll down and start server. Allow all permissions
Enter the settings page and set:
Optional Permissions ->
- Allow streaming in background Accept Android system permissions
- Show camera overlay Turn off
Power management ->
- Turn on 'Disable notification' and 'Stream on device boot'
This will allow for the IP Webcam app to stream audio/video to Stream Assist via RTSP. This stream can also be used with HA as a webcam if you like as well.
I have not explored audio only streaming using this app but did note that Stream Assist may not work if video is not present. You can lower resolution settings in the 'Video Prefences' section if you are not interested in consuming the video for other purposes and want to reduce bandwidth.
User @N2CR has found a working config path for using audio streaming only. To enable go to: Misc -> Audio mode

Some users having issues with app not listening when the app is in the background. A workaround for this is to download an older version from an APK mirror site. Use caution doing this. Version 1.17.18.885 has been confirmed to work for multiple users.
