Description:
This PR introduces a Flyway migration to add a new boolean column,
skipIndividualAnalytics, to theprogram_attributestable, mapped to theProgramTrackedEntityAttributeobject. This migration is made idempotent, ensuring compatibility across environments where the column may already exist, preventing redundant attempts to add it.
