Description

Application of security patch to remediate GHSA-cx63-2mw6-8hw5 for setuptools package & for imagecodecs package (GHSA-94vc-p8w7-5p49)

changelog

Added to the array list in apply_security_patches.sh file, packages along with their patched versions, namely setuptools & imagecodecs
imagecodecs been updated to 2023.9.18 and setuptools been updated to 70.0.0
added in test.sh, which checks inside the devcontainer for the fix (whether been updated or not to specified versions )

checklist

checked that applied changes work as expected
