The build will not work with upcoming change to use pyproject.toml on Ubuntu and since we're not really using the package, let's disable the job until needed.
The module no longer exists in Python 3.12. Not sure why out CI did not spot this before, but it will fail with forthcoming packaging changes.
And thus get rid of requirements.txt files.
