Because of deprecation of distutils.sysconfig.get_python_lib, the CMake configuration had to be updated.
Also, without the include statements, the python CMake was throwing an error and not building.
Also, gdal CXX version could be bumped to something more recent, but still compatible, in order to have a more recent version of boost as well, as suggested here.
