Manually apply Rebuild for libabseil 20240722, libgrp 1.65 & libprotobuf 5.27.5 migration

The migration was manually removed in #39 as a workaround for conda-forge/gz-common-feedstock#48, but now that conda-forge/gz-common-feedstock#48 was solved we can re-enable it.

Checklist

• Used a personal fork of the feedstock to propose changes
• Bumped the build number (if the version is unchanged)
• Reset the build number to 0 (if the version changed)
• Re-rendered with the latest conda-smithy (Use the phrase @conda-forge-admin, please rerender in a comment in this PR for automated rerendering)
• Ensured the license file is being packaged.
