Summary
add a package for the obscure but occasionally used preprocessor tool gpp (https://github.com/logological/gpp/).
The windows build uses msys2 at the moment. Shouldn't be an issue, the tool is purely a text processor once built and this produces a native Windows executable
Motivation
needed to work on packaging some other things
