[GEM][Geometry] Resolving the issue of the overlapped chamber and add new GE21 chambers

PR description:

• @bsunanda made a PR Run3-gem80 Add modification in the GE21 setup for the 2025 run scenario with 4 additional chambers on -z side #46587 to add the new GE21 chambers which will be added for 2025 scenario
• During the validation of the geometry, the overlapped chambers are reported (link)
• This PR resolving the issue and put the GE21 chamber on the correct position
