Support generation and upload of devices

To be able to use the interchange format devices in the various P&R tools without regenerating them (which takes time and memory), the data should be generated and pushed on a storage service.

There is an initial PR to add support for generating new devices as currently done in nextpnr.

As next step we should also add an install option to gather and package the various database files. This way we can start also testing in CI on bigger devices as well
