Refactor/auth architecture pt4

Description

This pr takes care of the issue with cookies disappearing when refreshing the page.
Moved the get user logic to a separate module.

You may notice I added todo comments. I will be fixing these in future prs so this one doesn't get too big

Expected behavior:

user now gets populated in redux store properly
user is fetched properly when page is refreshed
cookie is attached properly when page is refreshed
