• merge releases.yaml from ubuntu.com
• use the "releases.latest.desktop_version" variable for the desktop download url to accommodate 23.10.1

1. open https://jp.ubuntu.com/download equivalent in the test site
2. double check the latest release is 23.10
3. click the download button for the latest Ubuntu image
4. confirm 23.10.1 will be downloaded
