Replacing links to Directive on Management of Information Technology with the Directive on Service and Digital.

Can it be updated on the site?

Thanks @smellems ! I'm going to hold off landing this for now, because we're looking at moving the Mandatory Procedures appendix soon ™️ . These changes should be made, but I don't want to go through the publishing folks twice

I believe the changes are in line with the updated set of directives and standards from TBS.

As well the [Digital Standards](https://www.canada.ca/en/government/system/digital-government/government-canada-digital-standards.html) state 'Leverage open standards and embrace leading practices, including the use of open source software where appropriate'.

The appendix A is now archived. I believe the reference should now be pointing to the Government of Canada Enterprise Architecture Framework?

I think we should remove the "Defining Where Appropriate and Where Possible" section. Its about using OSS, but then gives the example of why most source code can be share or made open.. And its out of date..

@nschonni I changed the links to the updated Directive and the EA Framework. Do you think the Guides on canada.ca can be updated?
