Update README.md (#471)

M1 installation additions:
Modify virtualenv command to explicitly specify python3.9 otherwise it may default to latest python3 installed on machine
Add --no-cache-dir to pycurl installation for M1, otherwise pycurl installation may ignore PYCURL_SSL_LIBRARY, LDFLAGS, and CPPFLAGS variables
