Slurp CLI

Introducing a better installation flow and setup process thanks to the Slurp CLI

After installing 3 CLI commands are available to use

1. $slurp init Creates a new SlurpTasks project with all the necessary Swift Package structure handled for you
2. $slurp edit will open the xcodeproject for this Package that you can edit and run or add to your xcode workspace
3. $slurp will run your SlurpTasks executable
