Separate rstudio containers with rpkgs

This release not only has a working tigris but has it set for individual rstudio containers so people can crash and burn their own work without affecting others.
Also, it re-introduces the rpkgs into .libPaths and seem to be working now.

With the changes to tigris and the use of rpkgs make sure that the gis libraries are all re-installed so the correct binaries are linked.

Everyone will have a /checkpoint mounted within the rstudio container.
This is a persistent data docker volume that can be used to checkpoint r packages.
