@cgrindel I don't understand the remaining failures. Do we need to add a commit to update these files, as well?

@katre I am pretty sure that I need to update cgrindel/bazel-starlib, before we can upgrade rules_bazel_integration_test.

On a related note, something fishy is happening with an rules_bazel_integration_test test in rules_swift_package_manager. The repo is using Bazel 7.4.1, but the test appears to be using Bazel 8.0.
