fix(autoware.repos): fix build errors for awsim-stable-update branch

Description

Currently, building on the awsim-stable-update branch fails with an error. This PR can improve this.
The following changes have been applied.

• mackierx111/nebula@4cd2f1e
• mackierx111/autoware.universe@815d05b

I also forked and modified the referenced repository to minimize changes.

I would like to avoid modifying autoware.repos to point to a personal repository.
Is it possible to prepare properly version-managed branches or tags in the original autoware.universe and nebula repositories, and use them?
