Final SEEDS project release

This release contains all the features described in the final SEEDS project report.
It compiles against JSCDA OOPS and SABER 1.6.0 tags (Skylab v4 release)

First public release

This is the first public release of the aq 4DEnsVar algorithm, based on the JEDI infrastructure.
This work has been funded by the EU project SEEDS. The current release is part of the June 2022 deliverable for WP4.
The code is opensource, under the Apache 2.0 license.
