- Upgrade Gradle to latest version (8.2.1)
- Automatically download csv dictionaries/matrix.def from S3
- Build two versions of binary dictionaries: wheels which contain dictionaries and sdist as were before
- Migrate download URLs to CloudFront
- Write readme and running scripts for everything
