Mac's
altoolis being deprecated. New signing tool provided by apple isnotarytool. This PR replacesaltoolfornotarytool.see: https://developer.apple.com/documentation/technotes/tn3147-migrating-to-the-latest-notarization-tool?changes=_3_3
