Translating mods

To translate a mod, you should submit a new file called language.xml (i.e.: spanish.xml) to the folder of the mod you're translating. The language name should be the same as the one in the SMF languages folder. All of the mod's strings must be translated.

The file should contain install instructions for both utf8 and non-utf8 language files.
