• Add scripts for generating API docs for public packages under packages/docs
• Improve @sifchain/stargate docs

To-do:

• Dependency graph generation
• Docs generation for @sifchain/proto-types, since this package doesn't have a single entry point, need to either: write an entry point by hand, or coming up with a script to generate the entry point file
• Setup hosting via Vercel
• GitHub action work flow to detect changes and create PR to re-run the docs generation
