SIP 1: Use Akka.Streams

In this first SharpPulsar Improvement Proposal (SIP), I am having the thought of using Akka.Streams for the benefits and advantage it provides. This is still a thought, I will need to conduct further research to understand if it actually improves SharpPulsar; and update this document accordingly!
