To implement some comments from juliaup maintainers: JuliaLang/juliaup#1104 (comment)

  • Use S3 as a source for the installers instead of github releases
  • Use msi installer instead of .tar.gz archives
  • Add note into julia manifest indicating that juliaup is the standard way to install julia, used the same message from rust/rustup.
  • Use conventional PR title: <manifest-name[@version]|chore>: <general summary of the pull request>
  • I have read the Contributing Guide
