Final Pull Request
This commit adds a new script `render-build.sh` that installs dependencies, migrates the database, and seeds it. It also updates the production database configuration to use the `DATABASE_URL` environment variable. Additionally, the `config.public_file_server.enabled` setting in the production environment is updated to consider the presence of `RAILS_SERVE_STATIC_FILES` or `RENDER` environment variables. The number of Puma workers is set to 4 and the `preload_app!` directive is added to improve memory usage.
