Dependencies
- Fix some dependencies that's need to bump due to vulnerability

- Upgrade all CI to using Python 3.11
- Add fallback image for beatmap card (#536): Add fallback image to osu! beatmap default image for some beatmap in recommend beatmap that don't have any image.

- Add API to top menu
