@MaxGhenis , FYI I'm unable to add Kevin (Kklu78) as a reviewer. If we're about to move locations, then it can wait.

Note the formulas are different for expenses and demographics. That formula that I thought was wrong ended up being necessary for the former. The reason months_in_scope is in the denominator only is that the partial quarter's expense must be scaled up, and dividing by the fraction (effectively) does that. Also it's weird that each of the 5 "quarters" stands for 1 real quarter of expenses; at first I was computing sum * 4 / 5, but mean(quarter_ests) * 4 looks way more believable.
