This pull request adds a skeleton for a project handbook, which can be rendered as a website with Hugo. It integrates the current content and outlines the structure how it could be shown. Most files are stubs for now and have to be filled with content. Some of this content already is available in the technical-committee at other places.
The purpose of this pull request is to show the concept, so we can decide if we want to go with it and what we would need to modify. The rendered version can be seen at https://cornelius.github.io/technical-committee/.
