This PR provides a partial fix to #14 by:
This should at least prevent errant licensing terms from propagating to down-stream datasets.
You might want to also remove the route descriptions of this dataset, or at least include the attributions -- it's odd to have the route descriptions without the "shared by" attribution! But that's up to y'all and counsel.
But at the very least the licensing situation for this data should be clarified.
