Implement TM search handler with DB update and email alerts

Fixes: #1025

• Implemented check_trademarks management command to interface with RapidAPI for USPTO API.
• Integrated trademark count retrieval and automatic synchronization with Company model in the database.
• Designed rate-limited execution flow for hourly trademark searches and updates.
• Added email notification system to alert companies about new trademark data.
• Enhanced trademark_check_date field in the Company model to ensure it works properly with hourly periodic checks.
