Remove postoces_uk, refactor and simplify

[JenCheshire]

Python 3.10 needs a higher version of pytest than pytest==5.4.3, but this version is needed for postcodes_uk.
This element of the validation process is no longer required anyway, so validation has been streamlined and postcodes_uk removed
