New ONTAP: Workload graph needs qos-detail and -node filter #2095

Moving out of 23.11. As part of this, we have added system_defined workload counters and enhanced workload dashboard with new panels. After investigation, we've determined that implementing node level workload counters would impose a substantial load on both ONTAP and Harvest. Given the potential impact, we've decided to hold off on this implementation for the time being. |

The new graph is great. However I missed when reviewing the fact that there is no "Node" dropdown. Also internal workload names in qos-detail are not available.
