Specifically: replace public scripts (hashes) and inputs with public announcements. Closes #40.

Note that these changes are not backwards-compatible, and so this requires bumping the testnet version (to alphanet v6). In particular, this PR will make it into master as part of the branch |

The refactor replaces {public script, public script hash, public script input} with public announcement. It closes #40.
