Description

We ran out of funding on Azure cloud so we have switched to a Google Cloud Cluster for this repository CI. This pull request is adding the exact parallelworks CI runscripts that exist on the cloud to this repository at .github/.parallelworks so changes can be tracked. The workflow scripts that trigger CI for this repository are also being updated to reflect a new argument parsing method for the parallelworks runscripts.

This is finally ready to merge if you could give it a review @bensonr. And then the public release code PR's CI will run.
