Add more products and fixes to reforecast

Description

This PR aims to add a few more fixes and products for the reforecast:

• Make the extractvars atmos products high resolution at FHMAX_HF_GFS lead time

This PR will be left in draft mode until all the fixes and products are added, and the branch has been fully tested.
