Description

Update docs describing local development environment and local test environment setup.

Context

How we run local developer environments and tests is changing so that Docker is no longer a prerequisite.

Type of changes

• Refactoring (non-breaking change)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would change existing functionality)
• Bug fix (non-breaking change which fixes an issue)
