For issue 3 first test should be to determine if Autodiscover is working correctly for REST API. Having issue 3 will also not allow for on premise users to display Out of Office Messages in Teams based on what is set up in Outlook. Second step would be to verify that Office 365 allow list is indeed permitted in network devices and that users are able to access to necessary IP addresses and specifically to the GraphAPI urls
