Feature update/offline evaluator slots config

Summary

Offline evaluator was using only default slot config, which made it impossible to evaluate any time related scripts on anything that isn't the mainnet. I have updated the offline evaluator to take slot config as a constructor argument. If one isn't provided, it is defaulted to use the network specific slot configs.
