This reverts commit 01d9973. Several issues were observed for cxx tests across platform as a direct result of the changes in 01d9973, particularly regarding CDash paths and build scope. Changes should be reverted in the main branch while more investigation is done to address failures in separate development.

This is related to #20 and efforts related to using the reusable workflow for ITKMorphologicalContourInterpolation and other modules with long name lengths that interfere with Windows path length limits.
